Oregon Motorcycle Driver’s License
Motorists in Oregon must obtain a motorcycle driver’s license or a motorcycle instruction permit in order to operate a motorcycle and you are not required to get a permit before applying for an motorcycle endorsement.
A motorcycle instruction permit allows a motorcycle operation during daylight, under the supervision of a licensed motorcycle driver who is at least 21 years old. The supervisor must be in visual contact with the permit holder. To get a motorcycle instruction permit, applicants must apply in person in any DMV office in Oregon. Applicants must complete the following requirements:
- Be a resident of or domiciled in Oregon
- At least 16 years old
- Provide proof of identity and address
- Have held a regular Oregon driver’s license
- Pass the vision test.
- Pay the testing and issuance fees.
- Not have suspended or revoked driving license in Oregon or any other state.
- Complete a Driver License/Identification Card Application
- Pass the motorcycle endorsement knowledge test. Study the Oregon Motorcycle and Moped Operating Manual

- Applicants who are below 18 years of age must have a parent or guardian’s signature for the motorcycle driver’s license card application unless married or emancipated. The motorcycle instruction permit is valid for one year but not renewable. If the permit expired after a year or less, you may reapply for an original motorcycle instruction permit. However, after one year of expiration you must successfully complete the knowledge and vision test. You have to pay the required fess again.
To get a motorcycle endorsement on your driver’s license that will allow you to operate any size of motorcycle, you must apply in person and complete the flowing requirements:
- Be a resident of or domiciled in Oregon.
- At least 16 years of age.
- Have or qualified for an Oregon driver’s license.
- Provide proof of your full legal name
- Provide proof of your legal presence in the U.S., identity and date of birth
- Provide proof of your Social Security Number (SSN)
- Provide proof of your residence address
- Complete a Driver License/Identification Card Application
- Have no medical condition that makes you unable to drive safely. The DMVF will not issue you any driving privileges until you have proven that your condition does not affect your ability to drive a motorcycle safely.
- Pass the motorcycle knowledge test and the road skills test ore present a Basic Rider Training Completion Card from the Team Oregon Motorcycle Safety Program
- Pass the vision screening test. See Testing and Mandatory Rider Education Requirements.
- Pay the testing and issuance fees
- Have your picture taken.
Note: applicants who are younger than 18 years old must have a parent or guardian consent and must complete a Team Oregon Motorcycle Basic Rider Training Course. The Basic rider training course is required for all new motorcycle endorsement applicants who are 30 years old or younger. This will provide professional training for both beginners and experienced riders that will prepare them for the real-world riding and traffic. This professional motorcycle training is offered by the Team Oregon program.
